Product intervention measures for retail binary options

The Financial Conduct Authority proposes permanent rules in the Conduct of Business Sourcebook to prohibit the sale, marketing, and distribution of binary options to retail consumers in or from the UK. These proposals replace the temporary European Securities and Markets Authority ban and explicitly include securitised binary options, which were previously exempted. The measures apply to UK MiFID investment firms, EEA MiFID investment firms, and UK branches of third country investment firms. Feedback is requested by 7 February 2019, with final rules expected by March 2019.
