Rulemaking for EDGAR System

The Securities and Exchange Commission proposes amendments to rules governing electronic filings on the EDGAR system to allow submissions in HyperText Markup Language (HTML) and the option to include unofficial Portable Document Format (PDF) copies. During the initial implementation period beginning May 24, 1999, filers are prohibited from including graphic or image material in official HTML filings and from using hypertext links to external websites or documents. The proposal also restricts official HTML documents to a single file and requires that any unofficial PDF copies be substantively equivalent to the official filing.
