SEC Division of Investment Management staff letter: Frank Russell Investment Company, et al.

The Division of Investment Management will not recommend enforcement action under the Investment Company Act of 1940 if Frank Russell Investment Company and related entities allow their closed-end investment companies to rely on an existing exemptive order. This relief permits the closed-end funds to use uninvested cash and cash collateral to purchase shares of money market funds, allows those money market funds to sell and redeem shares to the closed-end funds, and enables transactions involving portfolio securities under rule 17a-7. The assurance is contingent upon the transactions complying with the terms and conditions of the existing order issued to the original parties.
