The Commodity Futures Trading Commission proposes amendments to exempt swaps entered into by certain central banks, sovereign entities, and international financial institutions from the clearing requirement. The agency also supplements a prior proposal to extend clearing exemptions to specific bank holding companies, savings and loan holding companies, and community development financial institutions. Additionally, the Commission proposes a compliance schedule for past clearing determinations and minor technical amendments to Part 50 regulations.
